Cyber-Attacks are a significant threat faced by the power-grids due to the increased overlay of Information and Communication Technologies (ICT). Load Frequency Control is one of the most critical control systems as it maintains the grid-frequency and power exchanges within limits thus making it an attractive choice for attackers. In this work, we present the Cascading Vulnerability Analysis of multi-area load frequency control (MA-LFC) to data injection cyber-attacks (CA) followed by a real-time detection technique. The proposed vulnerability analysis, carried out from a power system engineer’s perspective, illustrates a successful stealth attack that can cause cascading outages in the power-grid, by injecting false data into the sensor and actuator measurements of MA-LFC. A combination of an eavesdropping attack (EDA) and False Data Injection Attack (FDIA) is used in the attack model. In the proposed detection technique using Singular Spectrum Analysis, we assume the practical condition of noisy measurements. The Algorithms are validated on the 39 bus New-England test system.
